Rochester, Minnesota has tracked Halloween weather since 1928. Snow has fallen on the ground 17 of those 101 years. That's not nothing, and it's not common either, which is about the most honest starting point for a real Halloween weather forecast for 2026. This year adds a wrinkle: a historically strong El Nino is steering the whole season, nudging the South wetter and the North milder, though neither of those trends promises anything about one specific Tuesday night in late October.

Will it be cold on Halloween 2026?

Depends entirely on where you're standing. Dallas averages 73°F on October 31. Chicago averages 56°F the same day. That's not a small gap, it's the difference between short sleeves and a real coat, and no single national forecast is going to capture both honestly. This year's El Nino tilts the odds toward milder than usual across the northern tier and wetter than usual across the South, but tilts the odds is not the same as decides the outcome.

Has it ever snowed on Halloween before?

Yes, twice in a way most people still remember. The 1991 Halloween Blizzard buried the Twin Cities under 28.4 inches and Duluth under 36.9, the biggest snowstorm in Twin Cities history, full stop, and it hit on Halloween weekend itself. Twenty years later, the 2011 Halloween nor'easter dropped 32 inches on Peru, Massachusetts, and set snowfall records in more than 20 cities, including 2.9 inches in New York's Central Park.

Chicago's own Halloween record, going back to the 19th century, shows measurable snow on exactly three Halloweens: 2014, 2019 and 2023. Three, out of roughly 150 years of recordkeeping. Rochester's 17-out-of-101 figure sounds high next to that, but Rochester sits much further north and west, closer to the Halloween Blizzard's own path.

Two real Halloween storms, two decades apart, both still cited as the benchmark for just how bad trick-or-treating weather can get.

What does this year's El Nino mean for Halloween specifically?

A lean, not a lock. NOAA's Climate Prediction Center puts the odds of a very strong El Nino this fall above 90 percent, with roughly a 69 percent chance it finishes the October-to-December window among the strongest on record. The typical El Nino fingerprint pushes the subtropical jet stream south and energizes it, which usually means wetter-than-average conditions along the Gulf Coast and the broader southern tier, while the northern US tends to run milder.

None of that guarantees Halloween night itself, and NOAA's own near-term outlook already shows the limits of the seasonal story. Its most recent temperature outlook favors above-normal readings from the West Coast through the Plains and Southwest, but for the Midwest, Northeast, Mid-Atlantic and most of the Southeast, NOAA marks "Equal Chances," meaning it isn't favoring above, near or below normal there at all. Some of its own models hinted at below-normal temperatures over the East, but forecasters didn't see enough evidence to call it. That's an honest shrug from the agency closest to the data, not a hedge we're adding ourselves.

A wet October across Texas can still produce a bone-dry Halloween evening. A mild autumn up north can still get interrupted by one sharp cold front that arrives right on schedule. El Nino sets the odds for the season. It does not write the forecast for one specific date three weeks out, and neither does anyone claiming to know Buffalo's exact Halloween rain chances from here.

What's the average Halloween weather like in major US cities?

Warm in the South, genuinely chilly in parts of the Midwest and Rockies, and nowhere near uniform. These are 30-year NWS climate normals for October 31 specifically, not monthly averages, which is why they read a bit colder than what most "average October weather" roundups report, cross-checked against ExtremeWeatherWatch's own day-of records for each city.

A 17-degree spread in average Halloween high temperatures across six major cities, all in the same country, all on the same date.

Denver's numbers are the real trap here. A 58.6°F average high sounds pleasant until you see the 31.2°F average low. Denver's October temperature swings are brutal, and an afternoon costume parade can turn into an evening that needs gloves. Check the hourly forecast there, not just the daily high.

What should trick-or-treaters actually plan for?

Layers that come off easily, and a real plan for after dark. Every city on this list loses 15 to 25 degrees between its daytime high and its evening low on October 31, and trick-or-treating happens almost entirely in that cooling window. A costume that looks fine at 4pm can be miserable by 7.

In the Gulf Coast and broader South, where El Nino's wetter lean has the most support, a rain plan matters more than a cold plan. Up north, where the lean runs milder, the bigger risk isn't the average temperature at all, it's the rare year that bucks the trend entirely, same as 1991 and 2011 both did.

What does this mean for winter travel planning?

Halloween is a preview, not a forecast. Our USA winter forecast hub covers what NOAA and both almanacs actually expect for the full season, and our Minnesota snow guide and Wisconsin snow guide both cover the same strong El Nino pattern state by state, with real history from the Halloween Blizzard itself.

What are the limits of this forecast?

October 31 is three to four weeks out from any date we can check a real forecast model against with confidence. Everything above is climate normals and historical pattern, not a prediction that this specific Halloween will be warm, wet, cold or dry anywhere. NOAA's seasonal lean toward a wetter South and milder North is a real signal, backed by a genuinely strong El Nino, but seasonal signals describe averages across months, not single evenings.

Check your local National Weather Service forecast seven to ten days out, once it actually has something to say about October 31 specifically. Anything claiming to know your Halloween forecast in early October is guessing, same as we would be.

Quick answers about Halloween weather 2026

Will it be cold on Halloween 2026?
Depends on where. Averages run from the low 70s in Dallas to the mid-50s in Chicago, and this year's El Nino nudges the North a bit milder than usual, the South a bit wetter.

Has it ever snowed on Halloween?
Yes. The 1991 Halloween Blizzard dropped 28.4 inches on the Twin Cities, and the 2011 Halloween nor'easter dropped 32 inches on Peru, Massachusetts. Both are still cited as the benchmark for a ruined Halloween.

When was the last time it snowed on Halloween in a major US city?
Chicago's most recent measurable Halloween snow was 2023, one of only three on record there since the 19th century.

Does El Nino affect Halloween weather?
It shifts the odds, wetter in the South and milder in the North this year, but it does not guarantee the weather on any single date, including Halloween itself.

What city has the coldest average Halloween?
Of the cities in this guide, Chicago, at a 56°F average high and 40.4°F average low on October 31.
